Mark Miller

Associate Vice President and Chief Facilities Officer

T. Mark Miller serves as the Associate Vice President and Chief Facilities Officer. In this position, Mark is responsible for the Office of the Physical Plant which spans nearly 1,700 personnel across 8 primary divisions including Administration; Business and Finance; College of Medicine Facilities; Commonwealth Services; Design and Construction; Environmental Health and Safety; Operations; and Planning, Design and Properties. He is responsible for the stewardship of Penn State University's physical plant assets which include 2000+ buildings comprised of 36 million square feet of space, on over 21,000 acres across the Commonwealth of Pennsylvania. Prior to appointment as the Chief Facility Officer, Mark was the Senior Assistant Vice President of Facilities Management and Planning and Deputy Chief Facility Officer at Penn State from 2019 to 2023.

Before joining Penn State, Mark was at the University of Nebraska. While there, he was appointed as the first Associate Vice President for Facilities Management in the University of Nebraska system. At Nebraska, he managed the university's 13 million-square-foot physical plant with campuses in Kearney, Lincoln, and Omaha as well as the Nebraska College of Technical Agriculture and six research and extension centers. In a dual appointment, Mark was also the Assistant Vice Chancellor for Facilities Planning and Construction at the University of Nebraska-Lincoln.

Prior to starting his career in higher education, Mark served 24 years as an Air Force Civil Engineer Officer. He was a three-time Civil Engineer Squadron commander both stateside and deployed as well as holding engineering leadership positions at Air Force Space Command, Fourth Air Force, Peterson AFB and the United States Air Force Academy. For his service, he was awarded various service and campaign medals, including a Meritorious Service Medal with two oak leaf clusters, Army Commendation Medal, and was nominated as the Air Force Space Command Field Grade Officer of the Year.

Mark is a registered professional engineer, and holds a bachelor’s degree in Civil and Architectural Engineering from the University of Wyoming and a master’s degree in Engineering Management from the University of Nebraska–Lincoln. In addition, Mark is a current Planning, Design and Construction faculty member of APPA’s Institute for Facilities Management as well as a member of APPA Advisors.
